私たちは、いまだ「デジタル後進国」と呼ばれる国に生きています。
技術は進んでも、仕組みは進まない。
誰も怠けていないのに、変わらない現実がある。
だからこそ、私はこの領域に立ち続けています。
その原因は、誰かの怠慢や能力不足ではありません。
むしろ、各プレイヤーがその職責において「優秀すぎる」がゆえの、構造的なすれ違いにあります。
私は、エンジニアとして技術を実装し、戦略コンサルタントとして構造を描き、そして行政CIOとして決断を下してきました。
その三つの視座を行き来して見えたのは、誰も悪くないのに、噛み合わない歯車でした。
「公平と安定」を守る最後の砦。 だが、彼らを縛る「無謬性（過ちがあってはならない）」という神話は、試行錯誤を前提とするイノベーションとは相容れない。
高度な「技術」を持つ実装者。 だが、行政特有の力学（コンテキスト）とはプロトコルが異なり、そもそも「言語」が交わらない。
明快な「論理」を描く戦略家。 だが、美しい戦略図と泥臭い現場のリアリティとの間には、どうしても「距離」が埋まらない。
それぞれが正義を持ちながら、互いの言語（OS）が異なるために、議論は交わらず、目的と手段の境界が曖昧になっていく。
結果として、最も大切な「市民の痛み」だけが、誰にも触れられずに宙に浮いたままになるのです。

The Tragedy of Mismatched Excellence We live in a paradox. As technology accelerates, our social systems remain stubbornly static. This is not the result of negligence or incompetence, but of a structural tragedy—one born from actors who are, ironically, too excellent within their own silos.
I have navigated three distinct worlds: as an Engineer implementing code, a Strategy Consultant designing frameworks, and a Government CIO making executive decisions. From these vantage points, I witnessed a painful truth: gears that fail to mesh, even though no one is at fault.
Guardians of Fairness and Stability. Yet they are bound by the myth of infallibility—the belief that failure must never occur—a principle fundamentally at odds with the trial-and-error nature of innovation.
Skilled implementers armed with advanced Technology. Yet operating on entirely different protocols, their language rarely intersects with the unique dynamics of public administration.
Strategists constructing flawless Logic. Yet an unbridgeable distance remains between their polished frameworks and the gritty reality of execution.
Each side holds its own justice. Yet, because their operating systems differ, their objectives rarely align. Consequently, the most critical element—the citizens’ unmet needs—remains suspended in the void, untouched.
Scaryhippo exists to bridge this divide.
We do not criticize; we translate and reconcile. We align differing protocols—institutions, logics, and cultures—into a single, cohesive grammar for progress. Translating the sharp logic of Business into the language of Public Trust. Grounding innovative Technology within the practical reality of Governance.
